REFAD and MSCEB Sign Merkan Quarter Agreement at Cityscape Global Riyadh 2025
On 18 November 2025, REFAD and MSCEB signed an agreement to develop the Merkan Quarter project in Khobar—one of the city’s upcoming mixed-use destinations. As lead design consultant, MSCEB will deliver the full architectural, structural, mechanical, and electrical design scope.
Developed by Al Qahtani Group, the 12-storey Rifad Place features luxury hospitality, premium offices, dining, and retail across 58,000 m. It includes the Conrad by Hilton with 161 units, wellness facilities, indoor/outdoor pools, and a signature restaurant. The office tower offers 10,500 m of leasable space and includes the Al Qahtani Group headquarters, supported by a 550-car parking structure.
Arch. Thamer Salahuddin, Managing Director of MSCEB, stated that the project reflects MSCEB’s integrated, world-class engineering capabilities.
